In my experience, it is after the application window closes that chosen applicants are contacted.

I think bases that you colored in would be fine to use since it is essentially what you’re doing with the CS template lineart. However, you must link to the base and provide credit to the creator so we can distinguish between what you did versus what was already available on the base.

1) Yes, artists generally have freedom of design for regular monthly pets. I can’t think of any cases where they don’t excluding staff litters. This does extend to lineart and shading changes; the caveat being that it should be recognizable as a CS pet. For example, the cow below has lineart edits, but it is still recognizable to be on the zebra lineart in the legs.
I can’t confidently answer 2 & 3.
