Long story short, Earp used to be with the Reckless Riders. They weren't really lawful, but they didn't commit awful crimes or anything, just stuff like thievery. One member of the group was wanted, and the reward for turning him in was something Earp wanted, so he snitched. The group obviously didn't like that, but Earp fled and ended up in the town we're all visiting. He became the sheriff, the Reckless Riders found him, he fled, and then we caught him.
(Someone else let me know if I got something wrong!)

Dodge claims that they never hurt anyone, but even if they only stole stuff, it's not a victimless crime. they could be a reason for many people to fall into poverty even. it's very "reckless" to say such a thing, but I'm more concerned that the narration let it slip without any comment. people will learn that stealing is fine, because they do not physically harm anyone.

To quote it directly:
"All of us are estranged from our families, for one reason or another. Some of them are lookin' for us, accusin' us of crimes we didn't commit to get our names and faces on wanted posters in towns across the West. Not that we ain't never committed a crime by the letter of the law, but we don't hurt no one. It's hard livin' out here, and we take care of our own."
Of course it's coming from an unreliable narrator so you can't necessarily take him at his word lol, but I think that's the point. This is a western, vigilante justice and a lack of proper law enforcement is a common theme
