That is the Vittorio Emanuele II Gallery in Mila, which they based on to create one of the sets for the Wonka movie.

The all is Ocean's Twelve.
Vittorio Emanuele II Gallery was used as a filming location for the movie.

The All is: Fashion Shopping
1. The building in Milan is/was well known for it's numerous fashion boutiques.
2. Chanel is a well known fashion brand and that appears to be a publicity photo of some sort given how they included the chanel 'card' (pamphlet) in the image.

The all is the Navigili channels/canals designed by Leonardo da Vinci
1. It is in Milan where the building is located.
2. It is a channel which is very similar to the name of the brand chanel (couldn't find another link which probably means I'm wrong, but *shrug*)
3. They are full of water.
