I think this idea is great, but I can totally see how this could cause issues with lag and an even lower chance of getting to the value pets. The pages are randomized, and I'm pretty sure the time you refresh effects that.
I have terrible internet connection which makes it tricky for me to get there in time, because my browser loves to take a billion years to refresh the page.
I think this would be a great feature with a few tweaks to how the pound pages are randomized!

id definitely support this if it would help with the current server lag! and i assume it would, since its a single update to the page every second instead of hundreds (sometimes thousands) of complete refreshes. even concert tickets are sold this way, and those sellers are dealing with a much larger number of people than cs is--i'm sure if refreshing was more efficient, they would use that method instead.

i'd love to hear a perspective from staff or an experienced developer!
