It’s based on CS server time regardless of where you are, so rollover on the 18th (for CS) is when the rereleases become available. It’ll be the 17th for me too, the 18th for CS begins at 4pm my time. It’s still the 18th for CS.

Weirdly enough there is usually both a news post and reserved threads for posting 18th pets by now. So it's a bit odd there's none of these.

I just looked at last year and the new post is on the 18th and I guess threads haven't been reserved yet.
