The admins have not released the duration an account needs to be inactive for its pets to not count towards the pet rarity.
It's hard to answer exactly how your account being labeled as inactive affects other players. You can check out the
OMGSR and UR Pet Count thread and the
Old Store Pets Count thread to have a very, very rough idea of how many of these valuable pets exist (note that only active players who are willing to share the ID will contribute to the count). Unless you have a huge amount of these valuable pets, one account going inactive is not going to have much of an effect on the trading scene.
