Pound question

Has the time limit of not being able to adopt from the pound for a certain amount of time after adopting a pet shortened?
I adopted a pet from the pound an hour or two ago and checked the pound and I don’t have the same message I always get, which is something along the lines of “You can adopt from the pound in x amount of hours/minutes/seconds

As far as I'm aware, it has not been changed at all. It's possible the Pound was just closed and didn't show the message, but the timer is still there.
