I've never tried any pc art app other than the one on CS lol. I do own Photoshop, but it feels like overkill.

You could try Medibang, it's pretty simple and easy to use (Theres also an app called Krita, but its a lot more complicated and takes up a lot of storage. It does have animation stuff tho!)

Firealpaca is a great free art application! It also has animation capabilities built in which is pretty sweet.
