Yep the otters are from the same lake as the items! I had to keep trying and then trade (with other players) some of my items for the pets. It's just up to random chance what you get.

They and the pet rock are something similar than banner pets. You can get them randomly instead of a bracelet.

The mules are here, you trade in friendship bracelets for them. The otters are here, you have a chance to get them from the fishing activity, but it's not guaranteed as there are also fish items and trash items in the prize pool.

I did the fishing minigame for 3 tokens and according to the outcomes post apparently I'm supposed to receive 1 pet per trade in? but i haven't received any, so I'm confused on what's going on
is it chance to get 1 pet per trade in instead of guaranteed?

It's a chance between items and a pet, yes. It took me about 6 or so tries before I actually started getting pets, it's all luck.
