Trade rules editor now includes BBCode and smiley buttons

I've now added the BBCode editor buttons and the smilies panel to the editor for your trade rules:

trades/tradingsettings.php

It looks like this, just like the regular forum post editor:

These were supported in trade rules already, but you had to remember the codes instead of being able to just click the buttons!
