Yes, they should grow wings and such.

In the series, dragons hatch wingless, and unable to breath fire. All they can do is spit out small gobs from their fire bladder, which can lit up a spot for a few moments. When their fire bladder has developed, and a hatchling breathes it's first flame, the hatchling is then called a drake, or drakka.

At this time, a drake still has no wings. They are encased along the backs of the drakes and drakka. As the wings grow under the scales of the drake, they form lumps on the backs of the drakes, and are often itchy. Even before these lumps grow, the wings can be damaged if the hatchling or drake is injured in a spot along the back, as shown in Dragon Outcast with the Copper. Once the wings uncase themselves, the drake is now a fully-grown adult dragon. Early uncasing of the wings is bloody (as seen in Dragon Avenger) and can result in damaged wings as well. One knows that the wings uncased themselves at the right time if the liquid that oozes from the spots is a clear, plasma-like substance.

I'm not sure if this was mentioned before (didn't go through the entire thread), but doesn't it look like the 4th stage is like the Ouroboros XD

The snake/dragon swallowing it's own tail like a circle with no end ;)
