Pets get rarity tags based on how many of the pet are owned per the number of active accounts on CS. One of the ways to place a value on a pet is based on
when it changes from one rarity tag to another. A pet that goes from rare to very rare in 2014 has had 7 years for copies of it to go inactive on inactive accounts (so there are less of the pet, so it is rarer.) A pet that goes from rare to very rare in 2018 then only has 3 years. That makes the former provably rarer.
The reason this rat is so hard to value is because it started out as very rare. The likelihood is that it is only
just rare enough to place within the very rare bracket (hence why it has never been rereleased). However, because it has never moved rarity tag, nobody actually knows. It
could be much closer to the rarer end of the bracket. I don't believe this to be true, but because nobody knows for certain, nobody can say one way or another exactly what it's worth.
Of course, you can argue that as far as demand goes, it's just worth whatever it trades for. As with lots of pets, it's mostly up to you and whoever your trade partner is to decide where you value it at.
