Hi. I've noticed that in the free adoptions forums sometimes it says things like: Coppa's can ignore this rule. What are Coppa's?

This is not what COPPA stands for.

Yes, new people cannot send messages until they got their first post approved. But it's not the same as being coppa'd.

COPPA stands for Children's Online Privacy Protection Act. US-residents under the age of 13 are not allowed to post or send messages so they cannot accidently give away personal information unless their parents have send in a permission slip.
