Sorry about your situation mate, that really sucks. It would unfortunately be difficult to use those materials to make a suit that would withstand a lot, but I do think you could.
I'd start with using the foam as a base. You don't need a lot, but it will help to work as a stabilizer against your body, as well as helping to make it more comfortable.
Cardboard can luckily be folded a bit, not well, but enough to shape it a bit if you're looking for something 3D, which I'm assuming you are. Try creating a pattern first using paper and see how the folding would work. Once you have a shape, decorate the cardboard however you want. The tape can be used to hold it together once you have it all folded.
The string will be your best option for either belt loops (if you have a belt readily available to you) or a belt itself. For belt loops, make them large enough for your belt, but small enough so the tail doesn't hang loose. Elastic is typically used to make this less of a problem, so you'll have to be careful if your string isn't stretchy like elastic. To make a belt, cut a piece of string long enough to fit around your waist, with enough extra to tie it at your front. attach the middle of the string to the base with plenty of tape, and then just tie it whenever you want to wear it.
I haven't tried any of this before, so it's all just an idea, but I certainly hope it helps you out! Just know we'll always love and support you here, furry or not! <3
I’ve done a decent amount of home made tails before. Depending on the animal you may be able to use a pair of leggings. The end of the leg is where it would attach to the belt, depending on how you want it to hang and move will change how you attach it, and at the top of the leggings you can cut out the tail tip shape, rounded pointed etc. turn inside out, sew the tip together and turn right side out, add stuffing, the stretch of the leggings allow you to the shape the tail with stuffing.
If you don’t have leggings you can probably find some at a second hand store, you might even get lucky and find stuffing to! (Stick it in the freezer for a day to kill any micro bugs and germs that my have moved in)
If you want it furry or fluffy I have seen where people have made tails using yarn, I havnt gotten to try this but I believe you should be able to sew sections of yarn to the tail and then go through the fluffing process.

If you want it you have a smoother fluff, flat iron the yarn and rebrush. For visuals look up how to make a tail using yarn. You could also use these how tos to make a tail, but idk about you but I like having a cuddly tail along with a fluffy tail
My mom is major against furries, but never had a problem with the tails I’ve made. For example umbreon in the style of a flapper girl and fun time foxy as well fun time foxy. I’ve made quite a few others but I can’t recall what they were, I think one was a skitty tail? I know I’ve done several cat tails
