Technically using the 1:2 rule it is fair
If you consider 2 commons equal to 1 uncommon and then factor in date, their 1 2017 common = 2 2018 commons = 1 2018 uncommon = 2 2019 uncommons = 4 2020 uncommons = 8 2021 uncommons
But if you consider 4 commons equal to 1 uncommon and then factor in date, their 1 2017 common = 2 2018 commons = 4 2019 commons = 1 2019 uncommon = 2 2020 uncommons = 4 2021 uncommons
So, while it is technically fair, many people don't like trading that many uncommons for just 1 common
It's really up to you, personally I wouldn't do it, but it is fair considering dates
