I picture these guys as Teru Teru Bozu's which have come to life, they control the weather and can fly, they can't speak but can make sounds and are shy but when they get to know someone they bond closely.
Every single Teru I make will have some kind of neckwear, the neckwear isn't optional because it holds them together and is a part of them.
