Nope, it closes once all the pets are gone, and it opens again at random times. They use a random number generator to decide when it opens, or something like that.

You can refresh the page every 20 seconds, then it displays different pets.You can do that if you want none of the pets on the current page.
And pound closes, when every pet that was up for adoption this time has been adopted.
And if you adopted one, you have to wait 24 hours before you can do it again.

Aww congrats! That's one of my favorites. I'm tempted to pick that one every time I see it. I do that a lot with the Pound. If you look in this group: we've got multiples of a couple of pets because I keep picking them.

Nah I think they mean those are all pets they've gotten from the Pound in the past as well.
