I’ve done a character analysis on Coby overall, but I keep losing track of what abilities he had pre-timeskip VS post-timeskip. I know he has Soru, and can use some basic forms of Kenbunshoku Haki, I believe, (Someone correct me if I’m wrong on that one) but I'm NOT sure if it was pre or post that he developed Rokushiki skills. Anyone?

Well I mean it depends on who you are asking and to what degree. But if its about rokushiki, then he learned it from Garp during the cover story. We know this as he exhibited a few rokushiki moves in a appearance after east blue but pre-timeskip, won't spoil. So I would say he was taught during his training with Garp. And yes he awakened observation just before timeskip, won't say were or when, and his form was hearing the "Voice" of others. when someone perished, this voice would disappear.
