It's from the banner, though it's much more rare than the other tokens ^^

I somehow hit the banner limit. I didn't even think I was close, but I got three of the teddy bears. [snip]

Yeah I hit the limit too! (and my teddy bear number was similar to yours). I *never* hit the limit! xD So if *I've* done it, probably a ton of others have, too... Here's hoping that means the limit will be raised soon (perhaps at this next rollover... -cross fingers-). Ah well in the meantime at least I can still get tickets! ^_^

Why is there even a banner limit? Seems like that could possibly make it really hard for people to collect ever pet from the event

The banner limit is high and it can be raised. It's more than enough to get every outcome. I don't really know how to word it but if there wasn't a limit that would mean some users would have an unfair advantage. It keeps people from getting too far ahead.

It's so that people with a lot of extra time can't get too much of an advantage over the more casual players. The banner limit is always 200-300, which is way more than enough to get every outcome multiple times ^^

It is indeed. I'm pretty sure the limit's always enough to get at least every token pet twice (and after raising it which usually happens at least once, probably 3x the token pets). Extra tokens mean more pets which leads to lower rarities esp on popular ones (which I am totally fine with, personally). Plus I'm the only one in my immediate group of friends that's on consistently so I'm frequently attempting to get multiple outcomes to cover ones they miss, or just getting extras of the ones I like the best! So I do enjoy higher limits, but I understand why the limits are there. ^_^
