Scruff is in charge of the trash cans. maybe he'll tell everyone if he sees something suspicious in the future.
I cant see Helio doing a thing like this... but maybe since they have a lot of extra arms they could throw a lot of trash at once.
If Barker or Ryder were the ones who sabotaged everything, i think the other stall would be full of garbage.
Pipsqueak says they nodded off. They're small so they could easily hide around the carnival, littering.
