I dont think that it could be anyone who deals in trash. by spreading it and paying to get it cleaned up, you are hiding in plain sight, but also you are loosing profit because you have to give out prizes. Its obviously the magician's rabbit.
I think that the grumpy old magician could be part of the shenanigans.

Pipsqueak, by his nature of being a Syrian hamster, has likely been picked on for his small stature. To overcome this, he probably goes to the extreme to disprove what others say about him. This is likely why he's become an adrenaline junkie and rollercoaster connoisseur. He may have learned more about rollercoaster operation and management to prove that he's capable of being greater than his size.

I wonder if the other pets have doubted his expertise and has shunned him for breaking the stereotypes of his species. This would then foster resentment and give him a motivation for being jealous of his fellow carnies' success. Tanya's history is unknown, and she gives some flummoxed dialogue about how she is not responsible. None of the other carnies have said such things; they have only been upset or curious about the damages being done to the carnival.

My personal theory is that Tanya is a wild card agent of Pipsqueak. Pipsqueak gives her all the practical knowledge she needs to unbolt the Unice's carousel pets. Her pet design is mottled, which screams camouflage. Tanya has to be in it for some benefit, of which we have no idea. Note also how the right side of the carnival is mostly cleared of trash, but the main side is not. Tanya may also be the same person who rummages through the dumpster when Scruff is asleep or is collecting trash around the park.

I firmly believe that Tanya is involved.
I infer that she is working with Pipsqueak, or that Pipsqueak has something to do with this.

My baseless theory with no support is that Tanya is an ex-Cirque du Smoothei member who, behind the scenes, caused Alegria's accident on the behalf of someone had a vendetta with her prior to the carnival, back in the circus days. This would explain why Alegria doesn't recognize Tanya, and would support her underhanded practices, if proven.

Okay, but notice the popped balloon on the ground behind Helios, and the sticks that are littered everywhere could be either magic wands, food skewers, or parts to a carousel ride..... idk exactly how those clues work together, but they definitely do.
