Why does the "CS STORE" have pets on its account?

I'm just curious if an admin can answer why the CS Store account has a bunch of store pets? Is that normal? If you initiate a trade it says the account exists solely to trade bought items to CS users and requested trades will never be accepted. That's fair, it just seems sad that those pets are sitting unused and unloved ToT - will the account ever release them to the pound?

Also noticed that some of the pets are "From the CS store to the CS store" while even recently, some of the pets where "given" by what appear to be active users.

Some of them are refunded if users accidentally bought too many because of a lag in the internet or an accidental double click. The trade is reversed by staff, giving them their C$ back.

Some of these also may be related to scams. If a user gets C$ for art, and then buys a bunch of store pets so that they cannot refund the user, staff may reverse these trades so that user can get their C$ back.

Basically, they are pets which should never have existed in the first place because people bought them accidentally or in an attempt to rip off other players.
