Also, is there a reason the PPS cat doesn't have the PPS overlay on it like the other PPS?

Probably an oversight; the PPS tag is on its own, separate layer and it's really easy to forget about adding it.
Pets that are already PPS on release also don't usually need the tag if they're in a fully grown litter, so a lot of artists leave it out completely.
It could be either a case of 'forgot to add the tag on the baby' or 'forgot the tag was used on the mid stage', or maybe even just a case of 'the lineart is pretty small, best avoid cluttering it up with more tags'^^

Agreed on all the lovely and awesome Valentine's day pets!! I think my faves (so far) are the blue-flower PPS cat and the dark purple flower-dog, with the lacey bwolves coming in close behind along with the other grown flower dogs. But really, they're all great! Looking forward to the growths xD
