Oh yeah, does anyone know how 'Talent Development Plan' works?

I've gone through with Shuichi, Rantaro, Kokichi, and I'm replaying Kokichi again. What do I have to do for me to succeed?
I failed my goal all 3 times as Shuichi but meet them all for Rantaro and Kokichi.
I usually do the Normal Path first and then for year 2 + 3 I do the talent one
I tried searching it up but its just explanation for after you succeed

It goes hand in hand with another mode, I think it's called Monokuma's Despair Dungeon Test or something along those lines. In the Talent Development Plan, you 'develop' the characters by increasing their stats, levels, and getting skills. Then, you play as those developed characters in Monokuma's Test to go through the dungeon RPG and get coins... which lead to buying more character cards from the different games to level up in the Talent Plan and playing in Monokuma's Test. I think the goal is to get through the entire dungeon eventually but I really just like the interactions in the Talent Plan!

I would recommend mainly aiming to level up your character in Talent Plan if you want tips on how to beat the exams at the end. I think the default board should be good for that? Your plan seems alright, maybe try doing Normal for 1 and 2, then switch to the talent one for 3? I haven't played that mode in a while. But also make sure you get to the end of the board in the time you're given, otherwise you're thrown to the Despair board, and it hurts a lot if you don't have any cards to swap boards. And don't worry-- even if you fail the exams, you still get to keep all the levels and what you've earned for the dungeon in the other mode, but finishing the exams at the end give a huge bonus, if I remember correctly.

I should go back and play that mode... it was really fun, and I loved some of the interactions. The Kaede and [Izuru] (highlight inside brackets, DR2 spoilers-- I know some people are not through the games so I'm trying to not spoil anything) one was really sweet, and the one with all three protagonists was funny.
