I really like your rules a lot! Very small and concise, and nice to look at. There’s not much I can say about improvements, although maybe using capitalization at the beginning of each bullet point? Idk, it helps me read sometimes when I’m on mobile. Also maybe use bold font on the rule you think is the most important? You really don’t need to change anything if you don’t want to! ^-^
(This is my first time, let me know if I did something wrong!)

To be honest, there is a lot in your rules that would be ok coming out as it isn't needed ^^ Sometimes just seeing so much text can put some people off ^^' <3
♥ I would use less capitals, it always seems to come across like shouting to me ^^
♥ The message to the mods isn't needed as they don't tend to look at the trade rules or anything before making a decision on a ban
♥ I think the gift wars/goals bit could come out as they are not really relevant to trades, same as the bit about quitting at the bottom of your trade rules.
Off the top of my head, I would reformat perhaps to something like this~
Event Information: I only trade doubles and tokens are for swaps only ♥
♥ Please leave a message if you would like one in return ♥
♥ My wishlist is not currently up to date so only use it as a rough guide ♥
♥ I have a preference for Halloween pets/items ♥
Most Wanted: *insert dreamie names here*
This is all that is really needed and it shortens it a considerable amount and makes it a lot easier to read but you could of course phrases it as you like ^^

Your rules are perfect! They're very straight to the point and easy to read; there's no unnecessary wording or empty space. The text is easy to read, and well-spaced so that nothing is glazed over, and I like that you've provided a link to your trade thread for more detailed trade information.

Your rules are pleasantly concise, and I like the way they flow. Organisation could be altered a little:
-Collecting-
Cats/Lions - 2013 - Advent List
This could be moved to the bottom with your dream pets, so all the "things I want" information is in one place.
A couple sentences could be removed/changed:
Requiring a message is stupid, don't leave one if you don't feel like it (You don't need to add a rule just to say that you don't have a certain rule. If messages aren't mentioned, the assumption is that they aren't required.)
You are trading me, I will not look at your rules or use your codeword unless I want to
I have no regrets for blocking users who complain about this (A little hostile. Could be changed to "I won't read your rules when you're the one sending the trade. Please don't complain about this.")
I'm socially awkward and sometimes terse - don't mind me.

plain and quick, nothing wrong with that if that's what you're going for, just getting the point across. my one nitpick would be
My wishlist is very much out of date so feel free to ignore it and offer anything fair.
i know that i, for one, get rather anxious when people say to "just offer anything". it's a bit off putting because the scope of what i could/not offer is too big, and sometimes the other person has things i'd really love to trade for but am simply at loss with what to suggest for it (especially if they say it's hard to trade for). i think some small guidelines (like "i really like cats/realistic pets/unique linearts/old items" or linking to hoards if you have some) would help future traders have a better idea of what they can provide to successfully trade with you!

My first reaction was "oh gosh that's too much text." It's all organized in
a very visually pleasing way but I couldn't even decide which part of it to read first.
Also the font is so tiny :c
Including a list of how much you value pets is a nice touch, though, I liked that a lot.

Very simple rules which is nice.
I'm currently on my tablet and the Christmas background (not exactly sure if it matters) but the trading background is blueish grey and your text is a grey and tiny. Makes it kinda hard to see that I had to zoom in. Perhaps Black or a darker grey would be helpful?
Also I was just rereading Shians guide and someone mentioned something about the "overpay", perhaps elaborate what your idea of overpay is so you don't have traders asking for overpay that you don't agree with. Overpay can mean anything in someone else's mind.
Just my two cents, but I do love the simplicity of your trade rules.
