Will there be a Halloween event this year? If so, when will it start?

There should be one this year I believe, and in the previous years it started around the 19th - 21st so maybe around there?

2009: October 22
2010: October 19
2011: October 17
2012: October 20
2013: October 25
2014: October 17
2015: October 23
2016: October 21
2017: October 21
2018: October 20

There is no set date for when the event starts, but it starts at roughly the same time every year.
