Hoenn's crime rate has gone up by 25% in a matter of weeks, and the violent crime rate has gone up by a whopping 60%. In order to combat crime, the Hoenn Police Department has been accepting any and all willing recruits. Team Magma and Team Aqua disguise their criminal organizations as environmental activism, but the police know the truth. Along with them, there's the local thugs that are always having territorial disputes. As a Hoenn Police Officer, it is your job to fight crime, no matter where it takes you in Hoenn. Information

Police are not permitted to take part in the Pokémon League Gym Challenge, unless they are undercover as a normal trainer

New police recruits may start off with a choice of Growlithe, Poochyena, or Shinx

Team Magma and Team Aqua not only conduct their canon plots, but also illegal activities that are permitted by CS standards

Rules

No fighting OOC
No power playing or god modding
No dodging every attack or making every attack hit
CS rules apply for illegal activities, so no drugs, no sexual crimes, and no slave-trade. Murder is allowed as long as it is not incredibly detailed or gruesome
You can play as a police officer, trainer, criminal, etc. There is no rule saying you have to be a member of the Police Department

Personality
Caelan is a quiet person, and doesn't like talking for extended periods of time. Of course as a detective, part of his job is asking questions in order to solve crimes. He has a good heart, and tries to see the good in people, but he does know when his efforts to see good in people are wasted.

History
Caelan originally was a Johto cop, who was later transferred to Hoenn. His first Pokémon was a Cyndaquil, and the Hoenn Police Department gave him a Shinx. He rescued a Ralts from poachers, and the Ralts grew attached to him. When he was a beat cop, he had a reputation for bending the rules, but not breaking them. He was eventually promoted to detective, something he's somewhat bitter about, because he prefers to stop bad things from happening instead of mopping up after something has already happened.

Personality
Grunt is sly, cunning, and devious, a master of disguises both physical and mental. She can be anyone in the blink of an eye, to the point where nobody's quite sure what she really looks like. Likewise, she can shift her personality at the drop of a hat. She can be outgoing, stern, aloof, kindly, changing her facade like a Kecleon changes colors, all to make herself as innocuous and faceless as possible. She sees her dance with the various police forces of the world as little more than a game, a cat-and-mouse chase across the globe. She cares little for the goals of the organizations she allies herself with, and even less for the unfortunate victims of her crimes.

History
Nobody knows Grunt's real name, she stopped using it a long time ago. The public at large isn't aware that she exists at all, and attempts to make her identity more public have been largely fruitless. She looks exactly the same as any other low-level magma member, it's a bit hard to put up wanted posters.

Grunt's history goes well beyond Team Magma, however. She's been a part of pretty much every major criminal organization in the world, with a criminal record thicker than some of the leaders. True to her name, she's never risen above grunt status in any organization, and it's made her incredibly hard to pin down. When the police show up she's always just another face in the crowd, slipping off to the next region and the next crime syndicate. The only thing keeping her from being a complete ghost are her penchant for collecting the uniforms of the organizations she's been a part of, and her unusually diverse pokemon team, both much too varied and much too strong for an average grunt.
