According to the Rares List, I think you're overpaying since the Halloween Cat's in the September List. Since it's a full store set, though, perhaps it could be considered about fair? I'd get a second opinion c:

Unfair to the bottom - rarity wise
The 2018 Store Pet on the bottom alone would be fair/slight overpay for the cat on the top

their event pet has a good demand but so does your store pet, please check this thread
a 2013 rare is worth around 10-12C$
a 2016 store pet is worth around 35-40C$
