Most people normally use a chart like this when dealing with rares across years:
2009 R = 2 '10 R = 4 '11 R = 8 '12 R = 16 '13 R = 32 '14 R = 64 '15 R = 128 '16 R = 256 '17 R = 512 '18 R = 1024 '19 R
2010 R = 2 '11 R = 4 '12 R = 8 '13 R = 16 '14 R = 32 '15 R = 64 '16 R = 128 '17 R = 256 '18 R = 512 '19 R
2011 R = 2 '12 R = 4 '13 R = 8 '14 R = 16 '15 R = 32 '16 R = 64 '17 R = 128 '18 R = 256 '19 R
2012 R = 2 '13 R = 4 '14 R = 8 '15 R = 16 '16 R = 32 '17 R = 64 '18 R = 128 '19 R
2013 R = 2 '14 R = 4 '15 R = 8 '16 R = 16 '17 R = 32 '18 R = 64 '19 R
2014 R = 2 '15 R = 4 '16 R = 8 '17 R = 16 '18 R = 32 '19 R

However, it's very unlikely anybody would have over a thousand '19 rares, so quantity tends to have a value of its own. It's up to you to determine how you and your trading partner personally value a 2009 rare "quantity wise".
