If you're talking about the pets that CS releases for you every month, no, regular users cannot make those. ^^

No, only staff can make CS-pets. You can suggest ideas here though! :)
Just remember if you decide to suggest something, that were not supposed to suggest new species, those are entirely up to Tess and other staff. :)
