if you use the list, it'd be worth 3-4 '09 rares
Without the list, I personally only value it at 2 '09 rares because it was extended into 2013, but that's just my opinion.
If you don't agree with these values, then you're free to determine how you personally value it. Some overpay for the Cheshire Cat (it has demand), but how much overpay depends on who you trade.

What does the non jewel value VS non tag

They turned omgsr at the same time (January update), so it's safe to assume they're around fair for each other -- if you use the list, they're on the same tier so they're fair for each other. The list is discontinued though.

It's up to you to determine which you like more/prefer.
