It's set that way so it's easier for users to be able to make customs for themselves/another user if they have the appropriate MYO!
However, the same rules still apply so users still cannot create designs unless they're being used for a MYO!

You just need permission from the artist, once you gave that and the MYO slot you can ask CS staff to move the drawing under this topic and submit it for approval by Kalon Staff c:

I know I'm not staff but I know a bit about Kalons! Currently, Kal MYO/Customs can only be bought for Points/USD most of the year on DeviantArt. Sometimes the Kalon staff will open up a shop where you can buy MYO/Customs for C$ and Pets for about once a year.
