Pets that already had a growing stage don't get PPS versions of them unless the litter itself had such a split. Tess once said that the reason for this is that we already got to see those pets grow once, and that throwing in a PPS version of something we already saw wouldn't be really new.
The PPS pets we got last year were of pets that never had a growing stage, so like the GUPPS ones they were still a never-before-seen pet.^^

Though I agree so much that a PPS of this cat would have been adorable <3
