Since I figure this will be very small at first it will help to post here if you plan on doing this so other people can find you. There are a lot of people on CS right now and if this stays small it may be hard to find them.
Anyway. This is something Wajas does every year in October and I thought it would be cool if we did it too. This started on Wajas I'm not trying to take credit for it. I took most of this off of the Waja forum thread explaining it.
I have asked a mod, this is allowed.
I have attempted to simplify everything here. If you have a question post it on the thread. If it is more personal or concerns the breaking of rules PM me or one of the mini-mods.

I'll be busy over the weekend and will not have much time on the computer. I will get on, but not for as long and I may not be able to do as much. This always happens on the weekends so if you have any trouble please contact a mini-mod as I will be mostly unavaliable.

So this is how it works;
(1) Choose a pet to be your trick or treater and dress them up accordingly. If you don't have anything to dress them up thats fine too, but it's cooler that way.
(2) PM a user who's sig has 'Lights on' in it. People who have 'Lights off' are too busy/don't have enough stuff at the moment to hand out anything. People with nothing in their sig are not participating. When PMing them either post a link or a picture of your pet. When PMing the person you can send a simple 'trick or treat' or you can include a whole story into it.
(3) The person will respond to your message and send you something for your trick or treater. This can be items, pets, or maybe even C$ or store items! But watch out, they could trick you and send you junk items or pets instead of something nice.
(4) Remember to have fun, follow the rules, and be nice!

The Rules:
Follow these. I won't tell you twice. If you don't follow the rules then people are not obliged to give you treats. If anyone is not following the rules simply remind them politly of the rules. If they become rude to you just ignore them and PM me about it.
1. If you participate in trick or treating you must have either 'lights on' or 'lights off' in your sig.
2. You don't need to be accepted to play. Just strat playing after posting your form. I'll add you to the list when I get online if I'm not already. DO NOT PM YOUR FORM TO ME. I have other things to do. Post it here and my mini-mods or I will see it.
3. Your trick or treat pet must have items on it. It is not 'dressed up' if there are no items on it.
4. If your accepting repeaters please say so in your sig and how often you'll accept them.
5. The words 'lights on' or 'lights off' should be fairly visible in your sig. Making it small words in the corner make it confusing and hard to find. Either make them big words or color the words so they can be found. Sorry if that messes up your sig, its only for a few weeks.
6. Do not beg or demand for certain things from people. This is not acceptable they don't need to send it to you and some people will not be able to provide it.
7. Do be polite. People are taking the time to send you things for free, so remember your manners and say thank you. Not everyone will be able to give you something from your wishlist, but they are still giving you a gift. If people are rude, less people will play and that hurts everyone. 8. Don't bring drama to this thread. Do not post things like "blacklists," or call out other users by name in a negetive way. If you have a problem with someone please discuss it with them in a private message. (contributed by Vulpes Rose)
9. If you are turning off the lights, accept the messages that arrive 1-2 minutes after you turned them off. It is possible they were still writing the message and by the time they sent it the lights were turned down and they didn't notice it. (contributed by catsmaycry)
10. Don't post on the forum who you got rares/store items from, as I think this is unfair to them. Other players will bombard them and expect rares too. But if the player said it was okay, then feel free to do so. (contributed by catsmaycry)

Things to Remember:
(1) Treats consist of most anything. Pets, art, items, C$ or items from the store. Some people will send rares list pets while other will send a common owl from last month. Either way, be polite and say thanks.
(2) Tricks must consist of and item or pet. Free items or common faire items work. Easy-to-find pets also work. A trick can contain several easy-to-find pets or items, or just one. But something must be sent as a trick. Random pictures you pick off the internet do not count. You can send artwork if you like but it must be artwork that the person you are trick will now 'own' just like gifting artwork toy someone.
(3) Respond to all your messages. If you don't take repeats and they send you another trick or treat let them know rather than letting the message rot. Also accept all your treats in a timly manner.
(4) You can post here as you like to let people know oyur lights are coming on or off. You can also ask questions here. But all random chatter should be contained to the Chatzy (link below under 'chat' section') and keep all your pet stories to the thread we made for it. (also under the 'chat' section.

FAQ:
Just some questions I've been asked, here are the answers;
Q: What should I dress my pet up like?
A: Mostly anything. Faire outfits work very well and anything else that would make a outfit and not just random items plastered on the pet works just fine. Here are some examples:

Each of these pets have costumes on. Of course you can add to costumes like these or put bits and pieces of several costumes together.
Q: Why is my name not on the list?
A: It is possible I missed your name or forgot to add it. Or it may be you do not have 'lights on' or 'lights off' in your sig. If you don't put one of those in your sig your name will not be added to the list.
Q: What if I get a trick or treater when my lights are off?
A: Just tell them kindly that your lights are off and you are not takign any trick or treaters right now.
Q: What is a repeater?
A: Just someone who came to the same house multiple times. There is a list of people who accept repeaters at the bottom of the post. If you get the smae person twice and you don't accept repeaters just tell them so, they may have accidenally sent to you twice.

Mods and Mini-Mods:
An somewhat unexpected problem has occured. The game got popular. I have a lot of time that I am online but I do have a life and I sleep and stuff so while I'm gone it ofte happens and some 30 odd pages are posted while I'm gone and many many people ask to join. I'm having a bit of trouble taking care of all of this so I'm looking for some mini-mods to help me out. But first let me explain what they will do.
Mini-mod whould be people who are online often and who can be at the thread often. It helps if you addicted to this game XD Anyway, all the mini-mods will have to do is keep track of all the people who want to join while I'm offline. While I'm online I can post names but it would be helpful if the mini-mods could keep a record of all the people and when I get online again they can send it to me, or they can send it to me when they get offline for the day. My only probbalem is that the mini-mods may be keeping track of the same names. So you all will have to work together, PM each other saying 'I got these people, I'm getting off now you keep trrack of the rest" or someting similar and send me the compleated list when it's over. >.> That probably didn't make any sense. Also, mini-mods should be around to help answer questions and to discourage naughty behavior. Well, fill out this form and PM it to me. I'll only be accepting a few mini-mods.
