if you cannot get a hold of candles... can you find something that looks like them and make them look moreso like candles? perhaps... colourful crayons?

you don't have to use candles, it's up to you how you decorate your cake, as long as it's within the rules (e.g. decorations should be make of something edible - crayons are not edible)

Cause my parents are kind of anti - food coloring

Candy is fine but those colors in bottles,, they don't like it

and I don't know another way to decorate a sweet cake

yes that's fine the base should be some kind of cake, but the toppings and decoration can be pretty much any food items (fruit or vegetables included)
