In 20 gal you could definitely have some tankmates with the betta, like a good sized school of tetras or rasboras. Just avoid the super tiny species, very large one and nippy ones. ^^ One of the tiny corydoras species apparently also tolerates the higher temperatures that bettas prefer. It was recommended for me by my local fish store (I also have a betta in 30-something gal), unfortunately I can't remember which one of the three it was... :\
Understocking isn't really a problem. Unless you have lots of live plants, in which case you will likely need to add some nitrogen fertilizer to keep them happy. Understocked tank does allow some flexibility in terms of water changes as nitrates don't build up as fast, but you also have to consider how's your filtration and circulation in the tank as well as how much mess your fish actually do make. So even if you don't get very high nitrates your tank might still benefit from weekly water change, it just might not have to be a large one. For beginners I really recommend starting with once a week 30% water changes and then as you learn to 'read' your tank you can adjust the schedule as you see fit.
I have what is considered understocked tank as I have 128 litres with one betta and maybe 15-ish endlers. And it's heavily planted. So nitrates are never an issue, but the cummulating mess on the bottom and certain plants is so I do try to do weekly(or if I'm super busy I might slip to little over a week, but never more than half week over) 25-30% water changes. If I could adjust the circulation then maybe I could get away with every two weeks, butas it is I really don't want anything nasty building up on the bottom/among the plants too long.
