Is this "Staff Litter" the reason you could get so many more dogs than any other species? Whats the staff litter?

Yes, that is the reason. ^^

Usually only one person draws an entire litter. With the staff litter, each staff member (even if they're not artists) makes exactly one outcome - we have 32 different outcomes this year.
The users usually guess which pup was made by which staff member, which is what we're currently discussing here. :3
