that was my first thought as well, but i couldn't think of any three letter words with E in the middle

if ð = E then the sentence looks like:

--E- / -E- / --E---- / -E- / ---
alternatively, ¿ could be E if the 2nd & 3rd words are "the"
word the word the word doesn't seem to make sense on the surface honestly but i guess there could be something that fits? if we still with the 2nd and 3rd words being "the" the sentence looks like this:
