By law the dog was never yours and once owned for a period of time will legally belong to the guy. Being a bit wet, housed with other dogs, etc.. Really isn't abuse or neglect. As long as the dog has food, water, and shelter theres not much many states will do.
You can potentially report the dogs for not having rabies done or report to the county if the owner doesn't have the proper licenses/registration.
Honey, it's in the stars
And you're my everything from here to Mars
And every word I say I truly mean
Dear darling, I hope I'm being clear
'Cause there's no one like you on earth
That can be my universe

Seeing that the person had intentions to kill the animal, it's currently being neglected, and you've got suspicions of him beating the poor thing [I'm not sure if this was the same person, but it'd still count as people on the property did this], it certainly would count as animal abuse. I'd notify someone of authority, whether it be a police officer, a humane society, anything that could help. If you're contacting a humane society/rescue group, they may be able to remove the animal from the property (or persuade the 'owner' into surrendering the animal). Eventually, if seen fit, you'd possibly be able to adopt the dog if allowed.
