Well, that + it being a really common drop during NotN last year. Think of it kinda like the Ghost Flame stuff, really common drops so people have a butt ton of them that they just want gone.

You'd need to buy a Scroll of Renaming from the treasure marketplace or the AH.

the auction house is your friend when it comes to (most) prices, you can check the
lowest price there in the 'skins' section after maintenance.
