It's fair, the 2016 rare is worth 4 2018 rares which at a rate of 4 uncommons to a rare would be worth 16 2018 uncommons.

Demand wise, I think this would be fair but I'm not 100% sure... I would get another persons thought on this one.

Unfair to them. Just the 2009 rare would be fair for your dog (originally from 2010 Easter, worth 2 '10 rares / '09 rare).
