No behavioural problems, no seeming pain, and no symptoms anywhere else. I think it might be a benign tumour, but just wanted some other opinions.
How many gallons is your tank?: 60
Number and Type of fish in tank: 2 fancy goldfish, 2 gold dojo loaches
How long has it been running?: Two years I believe
Did you cycle it?: yes
If possible what are the ammonia nitrite and nitrate levels?: I don't have them |D Pretty low I imagine, as it's got a massive like two gallon canister filter running all the time
Does it have a heater? Nope
If it has a thermometer, what is the water temperature? ~62
What is the issue or question?: above
Any other information?: It looks sort of grainy and soft, but it doesn't look like fungus.
[sorry big pics]

His mouth is fine; he's just got white markings there. It's not fungus or anything.
Anyone?
I'll be honest, I think that may be a growth that could possibly be cancerous... however, since it showed up relatively recently after you bought him, it may just be a little cyst caused by stress and bacteria in the water! I suggest changing about 1/4 to 1/3 of the water and watch him closely for the next few days. If it doesn't go down in the next few days, it may be a tumor- hopefully benign- and may just be something he's going to live with. Watch his breathing a motor skills to make sure he's still acting lively! I hope for the best for him!

^ I had a goldfish for several years (we have a pond) that got a similar injury, via a catfish (idiot brother put a baby catfish in the pond). If it looks puffy and doesn’t spread, it could be an injury. It could also be fungal but it looks more like a bump. It also looks close to my the tumor one of my older bettas have. Honestly you’ll just have to treat for everything (not at the same time and water changes in between. If you can give him an epsom salt bath I would do that. (: (only if goldfish can be treated with that, I’ve only had bettas besides goldfish outside that require 0 maintenance).

He's had it for about a year, and its grown a fair amount but it hasn't spread. His behaviour hasn't changed at all - lots of active swimming and playing with his tank mates. He's growing fine too. If it were to be cancerous, what would I do about that?
It could be an injury since it developed right after I got him - perhaps he got bumped on the net or an ornament when he was being caught.

Have a picture of my very angry baby, Atticus. Flaring his little fins as much as he can. lolol His new tank is coming today (five gallon), but the one he is in below is a magnified one gallon. He's only like 1" long xD He thinks he is a little shark.
So glad his temp tank was magnified to be able see a betta this small flare up all vicious-like.

How many fish tanks do you have: 1 tank, 5 gallons
Types of fish that you have: 3 guppies, assassin snail and algae eating catfish
Your fishs' names: Guppies: Cheeto & Jet Catfish: Pancake & Waffle
How long have you had fish: ive had fish forever. since like 10 years ago. ive always had fish, and ive also owned cherry shrimp before
edited^ got more fish <3
ps: i have a HUGE pond in my backyard, like 100x100 feet. its big. i have koi and goldfish and some kind of other fish (i dont know what it is) in there, and sometimes you can see frogs, baby fish, and newts. last night, i was looking in the pond with my flashlight and i saw a weird looking salamander newt thing and i noticed it kinda had those little pink things on its head like an axolotl. can axolotls live in ponds because i think i have a few baby axolotls in there.
secondly, im using the same tank for my guppies that i used for my shrimp. i bought a live plant from my local fish store and brought it home and set up the tank etc etc. i started to notice a few lil snails in there. heres the problem: they bred and eventually i had about 30 that i had to return to the store when my snails "vanished" (i think the snails ate them :I) but anyways, i brought them back and later on rinsed the rocks, cleaned the tank, all of that. i bought the guppies/catfish and a plant that the lady said was *guaranteed* no snails. i still have snails??? what do i do with them?? i couldve sworn i got rid of all of them and i rinsed everything i had in the tank!

Wild axolotl's are critically endangered and exclusively live in Lake Xochimilco in Mexico. For a while they were so rare they were feared extinct. It's very unlikely they're in your garden pond even if you live in Mexico City. Unless you or someone else released some.
Baby tiger salamanders have frills too. Probably other things, we don't know much about various salamanders.
The snails most likely laid eggs.
Snails are harmless and beneficial in a planted tank. As long as you don't overfeed their population should stay under control.
If you really want them gone then physically remove any you see and set up some snail traps. You could also consider an assassin snail but then you might end up overrun with them instead.
What catfish do you have? Most are too big to live in a 5 gallon.
You cannot eat love, nor buy a horse with it, nor warm your halls on a cold night

I’m so overjoyed tonight about my five gallon aquarium inhabitants! My baby betta Atticus and my gold inca snail who isn’t named yet. I was really worried about the snail, she hadn’t moved in three days, but I suppose she was just stressed. I was cleaning one of my other tanks, then noticed the snail had gone all the way up to the waters edge. Had a lot of fun watching her go back down and explore the tank. Baby Atticus hasn’t touched her, except the first day when he bonked the shell to see who the imposter was ! Haha
Dropped her an algea wafer but she is more interested in pulling every piece of river rock put of the sand and then moving in to the next one. xD

So very tempted to buy Arcadia T5 light controller from UK, even though the plug is wrong, as it's half of the price it costs where I live... But then I'd still need to buy the bulbs and reflectors to make it work... I could buy LED bulbs for my current T8 but those are near 40 per bulb... Buuut I really shouldn't be buying anything light related until I know what disaster state my tank actually is in (in 3,5 weeks woop). : P
Can we pretend that the airplanes in the night sky are like shooting stars?
I could really use a wish right now, wish right now, wish right now...
