From the horse adopts. It’s a very low chance, but a player might get a zebra from the horse adopts. VERY low chance because the zebras are OMGSR, but of course over time as more are released they drop their rarities. As of now there is one that turned VR. According to the wiki Tess’s (the creator of the site’s) favorite animal is a zebra and the only way (well was the only way until they added it to the December 18th box) to get one was a low chance with the horse adopts.

Seeing that you are a new player I should also explain that December 18th is an event around Christmas time where there is a randomized box with 3 rerelease pets, usually being rare and above. The pets range from older Rares-omgsrs to newer ones, but never store pets. You’ll learn more about it when the time comes

I wouldn't worry too much about the zebra numbers :P
The majority of times you won't know that someone adopted a zebra because a lot of the people who get them never actually post about it on the forums. To quote Tess:

I often check which users were the lucky zebra adopters each month... and usually find that only a few of them post about their zebras in the discussion thread. There are more coming out than most people realize, but some of them end up adopted by newbies and COPPA members who don't tell anyone (and maybe don't even realize the value of what they adopted).

So it's just a matter of this month having more people actually posting their zebras.

Yes and i could also imagine that many don't post about it because they dont want to get blasted with, like, 30 trade offers in one evening!
