Event freebies usually have the same rarity ranges as monthly adopts, with the majority of them being common or uncommon. This is because they are easy to pick up - you don't have to do anything except log on at least once (they stay until the end of the event, so you don't actually have to be here daily).
Token pets on the other hand have so far nevr turned out lower than uncommon, because it requires more effort to get them.
Assuming you immediately get the exact tokens you need, one token pet equals an hour of banner hunting.
You'd need 25+ hours to complete a token pet collection as of now.
And that, again, is assuming you have the right tokens and get all the chocolate bwolves without doubles.
You get a bit of a skewed perception of event participation if you lurk the forums, because most users who post on the event threads are the ones who spend a lot of time on the event.
The majority of users don't ever reach 100+ banners. Most users don't get enough tokens to get a full set and then buy extras. I'd even dare say that a sizeable portion of users never get a full event set without trading at all.
So you're already off to a start where you can assume that a large number of people won't own all of the outcomes.
Add to that, then, that not everyone is going to even aim for that - many people are quite content buying only the pets they find pretty.
Pets that are single-outcome trade-ins are also on average bought less often than mystery box trade-ins, since you don't have to try more than once to get what you want. (Rarity-wise this is somewhat evened out by the mystery boxes having multiple outcomes, so they need to be bought more often to turn out equally rare to the rest.)
Usually only popular ones will turn uncommon, because more people want them for their collections, and more people who do buy extras will go for them.
tl;dr the token pets turn out uncommon+ because they take more effort to get, and not many people spend enough time hunting tokens to have extras
