How many commons or uncommons is a rare worth?

If from the same year, I would use a 4:1 ratio. 4 commons: 1 uncommon, 4 uncommons: 1 rare. But users differ and some people use a 2:1 ratio ^^ I use 2:1 rare to vr and 2:1 for year gaps (e.g 2 ‘14 commons = 1 ‘13 common) ^^
