Hello! I wanted to post here and help give a realistic perspective on what you could do to get started. Around when I first joined this site (I was much younger), I wanted to create my own pet site. This, however, isn't something that's very easy to do. I underestimated the challenge and I think a lot of other young people do as well.
If you google Mysidia Adoptables you will find the website. It is a free script used for adoptable sites. Most of the adoptables sites I've seen are run by adults because of what all goes into it and the amount of orginization required. Of course, it's likely possible for anyone to start something like this, but it requires dedication.
From what I've seen, the creator often hires other people to work for them, such as: coders/programmers, artists, writers, moderators/admins, etc.
If you're a minor I would suggest to plan out your site in detail now, so that when you're older you can find people willing to work with you, and can put your money towards hiring help. The other option would be to learn how to code (if you don't know already) and completely build your own website. It seems unlikely for one person to be able to code, draw and moderate as well as do everything else that keeps the site running, but if you put a lot of effort in, you could put a little of your knowledge in each area.
I think that if this is really important to you, you should continue to plan for it and do all that you can to make progress. You can make your goals into reality with a lot of hard work and some help from others.
Say you're just starting out and you want to learn about art. You could go to YouTube, DeviantART, Tumblr, etc, and read up on it as well as look at helpful tutorials. If you want to learn coding, YouTube is also helpful and there's W3Schools or other informational sites that could be of use to you. This might seem a bit overwhelming, and if you're looking for something easier to start off with, I'd recommend gaining experience from places like ChickenSmoothie. Here you could create "adoptables" and make your own "original species" in the oekaki (art) section of the site. You could go to the roleplay section, the writing section, etc. All of these could be helpful!
tldr: find a team of people skilled in programming, writing and drawing or work on improving those skills yourself. If that's too much, start on a smaller scale like maybe becoming more involved here on CS!
