1. If we see an Auction going on or are Hosting one, are we allowed to post it?
and 2. When sending out wishys, do they have to be the wishys they posted or can it be anything on there wishlist?

Well, I'm unsure with the 1st question, let's say you just shouldn't tell us every 5 minutes.... but you don't have to send posted wishies, any wishlist pet is fine, and you don't have to post that you sent something out. You can, to inform the people and keep this topic bumped, but you don't need to :3

EDIT: That's what the rules say to your 1st question: ~ You can advertise auctions/artshops, however, that by itself is spam, you have to have the rest of your post being relevant to post something like that.

Yep, that's pretty much correct Rose.
Dex, with the first question, if you're hosting it, you're welcome to post it, but no more than once per page, and try to include something else in your post when you post it.
Though I'm not quite certain what you mean by the 'see an Auction going on'... If you mean an auction for someone's dreamie, then yes, though it's probably best if you PM it to the person. If you mean asking for help with your bid in an auction, that's fine as well.
