On December 18th, do I have a better chance of getting the more rare pets if I adopt exactly at rollover? Or do I have an equal chance no matter what time I adopt that day?

Oops, I was thinking of the vampire 2nd gens! They were available from January 2009 until April 2010, so many people were able to adopt them.

I remember in December 2011 (maybe 2012?) there were 2 dates you could get unreleased/older pets, December 18 and December 24. Why did that happen?

the system got messed up and mostly newer rares were realeased on the 18th

To elaborate on this:
What happened is that in 2011 less people adopted from the December 18th box than Tess and Nick anticipated, so as a result, there was an overall shortage of re-released pets to begin with. The probabilities for the outcomes were based on the approximate number of times that the admins assumed the gift would be adopted, so when the actual number of adoptions was so much lower than expected, it meant all of those calculations didn't work out.

The intention was for that present to be adopted 110,000 times, and that's what we based our numbers on. It turns out that it only got adopted 45,000 times in total.

Back then, this didn't only affect the age of the pets released. In 2011 it was still possible to get pets that weren't rare. Guaranteed rare re-releases are a relatively recent development, it wasn't always the case, and was not in '11.
So not only was the issue that not enough old rares were released - there weren't enough rares re-released in general^^
