Would this trade be fair for their nonballoon? I value the store pets as an '09 rare each, though I know they are generally valued lower on this thread.

They aren't 'valued lower here', you are severely overvaluing them.
Short answer, no, it's not fair to them. Even if you overvalue your pets.
The list pets on your side (Floppy Eared September + Emerald B-wolf) plus the three 2009's very rares (Joker Bun, the pink pps and leopard rat) add up around to a Red X Tier.

The fifteen store pets add 7 09's rares, and bumps the worth to a Blue Ice Rat tier.
However, if you insist in overvaluing them, the worth could get to the Dark Leopard tier.

The Non-Balloon is worth a Red Rose and a Line Tribal, the Dark Leopard covers the Red Rose's worth but it just doesn't adds up.

Get a second opinion, I tried to make my calculations accurate but I may have screwed it up somewhere.

Edit: Yeah, I had the feeling the Joker Bun was a list but I looked for it on the Advent and September. My mistake. Get more opinions.

Actually the joker bun is also a list pet, and only a tier below their pet. As for overvaluing the store pets, there's not an official value, and I've never traded one for less than an '09 rare (and I offer the same) so that's why I value them that way.

They're overpaying. The store lion is worth 20-25 c$, but the recent advent pet is most likely a 2017 uncommon so a 2015 rare is overpay. Even if it turns rare, a 2015 rare is overpay for a 2017 rare
