That outcome is missing, it's full grown. It's been 8 days, so over a 'week' now

EDIT: It has now been added!

This is a staff pet; every year for the staff litter users get to try to guess the artist of each outcome by the hints staff gives. Pets cannot be added to the archive until the artist is known, so I'm assuming this pet only recently got claimed so that's why it wasn't added when newer ones were.

It because this pony is from re-released gift from the advent calendar
each year while advent calendar are 18th december re-released old and rare pets

I just traded in some tokens for the new box that says "Do you want a bat plushie? ". I saw the pet and my tokens are gone, but I can't find it. I have the trade in my trades and even though it says I got a 'Rin Bat', I can't find it

they are items not pets you find them in your item collection

Yep! Apparently in the early days of CS, pets would vary in size some to add a bit more diversity. However, once items were added, the sizes were standardized so items would work on everything.

If yes, the Poppy Meadow item doesn't show in the Garden, Land & Snow category

The ponies from November 2009 don't all say who the art has been revised by. The second one in the list doesn't have anyone who revised the art but all of the others have been revised by Sorren Fey. Since this one looks the same as the others then I assume it has been revised by the same person.
